How long does an apartment building typically take to build in Portugal?

Do developers offer payment plans for the construction period? What is the usual payment schedule?

When buying during construction, the CPCV usually sets out a staged payment schedule to the developer. This is not an instalment loan or bank financing.

  • first payment — on signing the CPCV;
  • interim payments — at the agreed construction milestones;
  • the balance — on signing the final deed (escritura) and handover of the property.

The accurate description is “staged payment schedule with no price increase”, provided the CPCV fixes the price and specifies no extra charge. Payment amounts and dates vary by project and must be checked in the contract.


How are apartments handed over in Portugal?

Apartments are usually handed over “chave na mão” (turnkey), meaning:

✔️ finished,

✔️ with bathrooms,
✔️ with flooring and lighting.

Yes, it is a frequent occurrence. Reasons:

  • red tape,
  • labour shortage,
  • weather conditions,
  • project changes.

By how much does a flat increase in price during construction?

There is no universal price-growth rate for a new-build apartment: the outcome depends on the project, location, construction stage, demand and market conditions.

Для контекста: по данным INE, индекс цен на новое жильё в Португалии вырос на 14,2% в 2025 году по сравнению с 2024-м. Это показатель рынка, а не доходность квартиры, купленной на стадии строительства.

Past performance does not guarantee future price growth. Before buying, assess the CPCV terms, the developer’s reliability, the property’s liquidity, taxes and transaction costs separately.


At what stage of construction is a mortgage loan arranged?

You can request a preliminary mortgage assessment before signing the CPCV. The bank makes its final decision after assessing the borrower, valuing the property and reviewing the complete documents.

  • preliminary approval does not guarantee that the loan will be granted;
  • the final valuation and approval usually take place closer to the escritura;
  • the lender determines which documents are required and when funds are released.

Financing individual payments during construction is less common and depends on the bank, the project and the developer.


Are solar panels mandatory on the roof of every new home in Portugal?

Solar panels are not necessarily required on the roof of every new home. Current rules set requirements for building energy performance, domestic hot water (AQS) and the use of renewable energy.

The legal framework is Decreto-Lei n.º 101-D/2020 and Portaria n.º 138-I/2021. The specific technical solution — solar thermal, another renewable option or a permitted exemption — depends on the project and the applicable requirements.


What guarantees apply when buying a new apartment?

For contracts covered by the rules in force since 1 January 2022, Article 23 of Decreto-Lei n.º 84/2021 holds the seller liable to the consumer for non-conformities that become apparent within:

  • 10 years — for non-conformities affecting the building’s structural elements;
  • 5 years — for other non-conformities.

The period is suspended from notification of the non-conformity to the seller while the buyer is unable to use the property. Depending on the circumstances, Article 24 provides for free remedy, replacement, a proportionate price reduction or termination of the contract. Whether these rules apply to a particular purchase and defect should be checked against the contract and the facts.
