Since January 2022, the Portuguese authorities have redirected foreign investment in real estate in accordance with the classification of Portugal's regions. These areas are called «internal» and«sparsely populated».Please note, these are different terms.
Municipalities with low population density – all except the coastal area from Setúbal to Braga (Setúbal, Lisbon, Leiria, Coimbra, Aveiro, Porto, Braga). In these areas, a 20% discount applies to the investment amount under the “golden” visa programme. In other words, an investment of 400,000 euros is sufficient here.
Since 2022, in the listed regions + Algarve, Santarém, Viseu and Viana do Castelo, it is only possible to invest in commercial real estate.

Currently, the most in-demand regions for investment are Alentejo, the Douro Valley and Peneda-Gerês. It is not uncommon for families to acquire the villa of their dreams with fruit trees, a lovely swimming pool and an incredible view for around 400,000 to 500,000 euros.
“Golden” residence permit for investment in renovation
Since 2022, investments in renovation are only permitted for properties commercial property:
- €350,000 in commercial properties built over 30 years ago.
- €280,000 — into renovation projects in low-density population areas.
